I have votive candle holders for my wedding reception?

my friend has bought lavender tea lights I am wondering do I need battery operated tealights or will the votive holders be sufficient enough to keep the candles lit this will be an outdoor reception. The votive holders are tall about 12 inches high

   Been to several outdoors weddings that used these they work fine unless the wind really kicks up! It is almost impossible to keep them lite with a wind unless you use a topper with the votive
